Abstract

This Article reflects on the interaction between actors within international institutions as a determinant of the evolution of administrative law in those institutions. To that end the Article first outlines the interplay between the different actors influencing the development of domestic administrative law. This analysis provides the background for suggesting how actors at the international level may negotiate the shaping of the law in the context of international institutions. Focusing on this interplay between different actors, the Article suggests that the evolution of administrative law within international institutions will be shaped by the specific political constraints and the factors influencing the balance of powers within each of the institutions. Hence the effort to develop a unified vision of international administrative law must keep in mind the need to address the specific constraints within each institution. At the same time, the Article highlights the significant role played by international adjudicative bodies in developing administrative norms within the institutions they operate, by exploiting the "legislative impasse" created by disagreements among member states.
