Abstract
The California legislature and political leaders proclaim the importance of protecting the public from governmental wrongdoing, corruption, and waste. There is recognition that the best information comes from public employees with inside knowledge. Several California statutes, as well as case law on the free speech rights of public employees, purport to encourage public employees to be whistleblowers and to protect them from retaliation.1 But, the reality is different.
