Contracting Out Work in Hard Economic Times
Abstract
Between 80 to 90 percent of all public agency budgets go to employee salaries and benefits. In the economic crisis facing public entities in California, it is only natural and prudent to search for ways to cut these expenses. Contracting out is one option. This article is devoted to contracting out in public schools, but also addresses the law and practical concerns of every public entity.
