California Public Employee Relations (CPER) Papers
The California Public Employee Relations Journal (CPER) is a bimonthly publication providing up-to-date, nonadversarial information to those involved in employer-employee relations in California's public sector. Our audience includes labor relations practitioners (both labor and management), lawyers, arbitrators, mediators, and employees in state and local government, public schools, and higher education.
